I quite agree with the basic premise. For those who do not understand the problem, it is quite simply that MANY ships can be fitted with 4 or more warp cores and still be combat effective.
I do not object to many warp cores as "travel fitting", but that should nerf your ability to fight. It is GROSSLY unfair to be able to both kill someone and be able to warp away despite being multiply scrambled.
My most annoying warp core story to date is just a few weeks ago, when a BS was camping my station at close range, and killed a m8 of mine while undocking. I had heard he fitted warp cores, so I fitted my Tempest close range and undocked with THREE X2 scramblers. I gave up 3 of 5 mids just to scramble him, and accepted a range of 7.5KM or less for the engagement. I gave up ENOUGH to be able to fight him and win unless he can outdamage me.
So I undocked, got him in range immediately, scrambled him X6 and started pounding on him with autocannons and nos. Then HE WARPS OUT. I mean seriously, if he's got 6 or 7 stabs, he literaly cannot be warp scrambled by anyone 99% of the time, heck not even by a small gang most of the time.
Fitting 3 or more warp cores should severely nerf something. If not your fittings, then your locking range and time (like a reverse sensor bosoter).
And for all you who are saying warp cores are legit for PvE, missions, etc I say fair play, make it a stacking nerf when the first warp core doesn't hurt your fit/attributes too bad, but a rack of 4 or more makes you fit only to travel, not to kill anything.
Warp cores used to be midslot, activated items. Nobody much fitted them except to travel, PvP needs midslots. As passive low slot items though, almost any battleship can be fitted with a full rack of them and still have a modest, but still effective offensive loadout.
And if you folks still don't understand why that is frustrating, it is because A LIMITED BUT EFFECTIVE OFFENSE, COMBINED WITH 5 TO 8 WARP CORES ALLOWS ONE TO PREY ON THE WEAK WITH NO FEAR OF THE STRONG.
I have no objection to piracy or lone PvP. I do however think it is a little ridiculous when it can be done with absolute impugnity. Risk vs. Reward means nothing to a player with 5 or more warp cores. There is no risk, its all reward.
Eddz is also quite right that this then makes gank rule. A massively warp cored BS takes many people to lock down and kill (or just blast with burst damage), and that's not fun for anyone involved.
